CUSTOMER INTRODUCTION

Stark County Board of Developmental Disabilities (Stark DD) is a public organization dedicated to
supporting people with disabilities and their families. Serving over 5,000 residents in Stark County,
the board connects individuals and families with a comprehensive range of services at no cost to
participants.

Stark DD provides support across all life stages, including birth, early intervention, preschool,
school-age, transition, and adult services. A cornerstone of its operation is the Service and Support
Administration (SSA) department, which assists over 5,000 individuals. SSAs act as primary points of
contact, providing advocacy, safeguarding rights, and linking individuals to necessary services for
health, safety, and quality of life.

THE CHALLENGES

Stark DD was operating on a legacy SharePoint 2010 environment that had become a significant barrier to efficiency, collaboration, and staff engagement. The intranet consisted of approximately 40 disconnected sites and relied on outdated branding technology that could not be supported or migrated to a modern platform.

This fragmented and ageing environment made it difficult for staff to find information, collaborate effectively, and share content across teams. It no longer met the expectations of Stark DD’s nextgeneration workforce, who required intuitive, modern tools to support flexible working, communication, and secure file sharing.

The challenge extended beyond a simple platform upgrade. Stark DD needed to deliver a complex migration to SharePoint Online as a strategic transformation, creating a modern, user-centric digital workplace that improved adoption, strengthened engagement, and supported long-term workforce retention.

THE SOLUTION

To navigate this critical transition, Stark DD partnered with FlexKey and their preferred Microsoft implementation partner, Insentra.

Insentra began the engagement with an in-depth discovery and planning phase focused on understanding the end-user experience. Before any content was migrated, the project team analyzed how staff accessed and used information, identified business-critical content, and separated it from redundant, obsolete and legacy data (ROT). Content management, publishing workflows, and governance requirements were also defined early, ensuring the new information architecture was fit for purpose and aligned to organisational needs. This user-centric approach enabled a low-impact migration that minimised disruption while improving usability and adoption.

Delivery was completed within a tight timeframe using Insentra’s proven implementation methodology. The success of the project was underpinned by three key principles.
